Remove redundant instructions for binary downloads
Avoids building with outdated upstream binaries. There aren't different versions for ARM anymore, they are all called `arm` now. Add windows build.gradle file & build instructions

To get Syncthing app for Android running on you device/emulator the native syncthing binary has to be available. There are multiple ways to get the native syncthing binary:
